You can use the new dbms package with v7.1 +, this is called 'dbms_sql'. refer to the Oracle7 Server Documentation Addendum release 7.1 Oracle part #: A12042-3.

This works, and you will have to install the dbmssql.sql file under ?/rdbms/admin in a unix system.
