Oracle7 Workgroup Server for NetWare

I have installed Oracle7 Workgroup Server for NetWare
on a 486-33 with 20MB RAM running NetWare 4.1 and have
the following problem.



    
  
  1.   The installation procedure from 1 - 6 described on
  
  2.   28 of the installation guide went OK with no problem.

  
  3.   I followed steps 7 - 10 and when I started up the database
       there was an error message





       ORA-00205:error in identifying control file 'SYS:ORANW\DATABASE\wgctl.ora'
       ORA-09202:sfifi:error identifying file
       OSD-02071: unable to open file for reading or writing (OS 1).





How can I obtain the file wgctl.ora.
