Success in buying just the OCI from Oracle?

This is so silly it's almost unbelievable.
We have Oracle WorkGroup 2000 Server for Windows NT.
We would like to be able to use ParcPlace VisualWorks from Sun Solaris
2.4 to talk to Oracle on the NT. In order to do this we need Oracle Call
Interface (OCI) for solaris 2.x.
Here is the problem:
If anyone knows the minimalist package to buy so that it has OCI, I
would really appreciate it.
The OCI is the only thing VisualWork needs to be able to talk to Oracle
as it already has a Database Connect for Oracle. Maybe some network
interface too, like SQLNET, MAYBe.. don't know yet.
Oracle does not sell the OCI individually. I went through all the normal
channels, they haven't said no yet but the rep says it's not in his
system for things he can sell!!
I find this hard to beleive. This situation is pretty common for people
who have 4GL that needs to talk to Oracle.
Has anybody been in this situation and/or knows how to get around this
particular Oracle brain damage. What package should I buy in order to
get OCI? The rep. says buy the Oracle server for solaris 2.x and it
comes with OCI.
