It's included as part of Personal Oracle7, but the icon for the utility is not automatically created. If you want, you can create a new Program Item and point it at "<OracleHome>\BIN\TKPROF.EXE" where OracleHome is your DriveLetter/Directory where you installed the Oracle client software.
