Is this a Parallel Server environment?
dml_locks must be greater than 0 in order to drop a tablespace. You must do a shutdown, modify the parameter in your parameter file and then startup and you should be able to drop the tablespace.
If this is not a Parallel Server environment, then this does not apply.
