Comparing a cross-platform multi-user development tool (OpenROAD) with a window-based development tool, that supports multiple developers with add-on tools only is very strange.

You list MS-Windows (proprietary) features as the only scores for SQLWindows. No wonder with a platform-specific tool.

I assume other points score for OpenROAD (?), like:

development environment
application maintenance
portability
code sharability
repository
possible application size
performance
..
