Take a look at the following Oracle manuals/sections on Dynamic SQL. They should give you the tools to do what you want:

PL/SQL Release 2.1 and Oracle Precompilers - Release 1.6 Addendum . Pages 2.12-2.13
Oracle Server Documentation Addendum - Release 7.1. Pages 7.1-7.18
