 Well, this technique is recommended by Oracle and is implemented in our company when we installed Oracle 6.0 some years ago. With the release of Oracle 7, DBA can make use of password protected role to solve this dilemma. You grant sufficient privilege to every user, assuming they always have the kind of access like sqlplus (i.e. manipulating directly)  but reserved those very sensitive one to some password protected role to be enabled only in your application. Hope this would help.
