Oracle performance on PC windows ?

Does any know how well ORACLE performs on a PC running Windows ?
I heard the minimal configuration is a 486-66 with 16megabytes ram.
Is this true ?
How does it perform under that configuration. (speed and data integrity ...)
Can it handle a DB with 4 tables
one table a million records - 300 bytes /record
and 3 smaller tables -up to 100,000 each ?
