There is a program included in the dba utilities ( at least on Oracle for Netrware ) called db3prep - It converts and loads dbase data in one operation; it can also do parts at a time so you can check what it's doing. It analyses the dbase data, builds a *.ctl file for the loader and then creates and loads the table. Works pretty good.
