OCI to remote database (or ORATCL)

Has anyone else had problems with the OCI connect call in oratcl or in the cdemo1.c distributed demo.
Synopsis
In oratcl using Oracle7.0.15, I could connect using the following:
user/pass_at_dbname, where dbname was in the tnsnames.ora file.
In oratcl using Oracle7.1.4 this fails and returns
"Illegal Instruction" and then exits.
Any Ideas or help would be appreciated as Oracle has not been able to come up with a solution in over 6 weeks.
