There is an option in the Database Manager used to start Personal Oracle7 that allows you to configure the database to not use PL/SQL. Once you have opened Database Manager, select CONFIGURE, then change the Configuration drop down menu to the NO PL/SQL option. This significantly reduced the memory used on my machine by the database. It ran fine with forms 4.5, although I ran it on a machine with 20 Megs of RAM. 8 megs is not enough.
