Problem installing Personal Oracle for Windows

Has anyone had problems installing the 16.5 mb file sent out by Oracle for Personal Oracle installation? I seem to be missing files like RDBMS.VRF(0) and DBTOOL.VRF among others ...any suggestions would be greatly apprectiated..... the installer comes up with FILE NOT FOUND Received on Tue Mar 21 1995 - 14:26:49 CET
