getting performance data

In SQL Server, I am able to obtain information such as cpu, session id etc via references to variables (_at__at_spid), virtual tables (sysproceses) etc. Is there any way to determine the cpu time for a statement as well as the o/s and oracle sid/pid without having to have access to V$ tables?
