Reports 2.5 --> 2.0 ???

The readme notes for Reports 2.5 say that it is possible to run a report developed on 2.5 under 2.0 by using R25CONV. But, there is no option in R25CONV to "save as" a 2.0 file format. Does anybody know if this operation is actually possible or not?
I'm trying to create a character mode report under Reports 2.5 (windows) and run it on VMS Reports 2.0 (character-mode).
