Frustrated UNIX Oracle developer needs CASE tools!

I'm currently developing a client-server application using MS Access as a front-end, and Oracle 7.0.16 as a back-end. I've reached the limit of my ability to be productive using SQLPlus as my sole oracle development tool. For instance, losing track of triggers, constraints, procedures, etc.

I really need some sort of inexpensive CASE tool to make this project easier. Actually, is there anything *free* out there? For instance, I'd like to be able to reverse engineer a current trigger or procedure into an editing environment, and then re-engineer it back into the database.
