ERWin/ERX from Logic Works,
System Engineer from LBMS
System Architect from Popkin

Of these I believe that System Architect or ERWin may be the least expensive. Non of them are really cheap thou. ERWin supports loads of other RDBMS'es right out of the package (if that is interesting... DB2/Sybase/Ingres/Informix/ SQLBase/Progress/AS400/Rdb/NetwareSQL/Watcom/Access/dBase/FoxPro/Paradox/Clipper...).
