We hade the same problem for 6 months until I talked with the *right* person at ORACLE and it was solved in 2 days.
Initially we had 7.0.16 and the database dumped when we tried to take tablespaces offline.
Later we installed 7.1.3 and hoped that the problem should have been solved. It wasn't...
ORACLE have a patch for this error and I think that it can be applied even for 7.0.16. We have installed it for 7.1.3 and now it works fine.
I don't know if this fix is in the 7.1.4 release.
