Forms4 - Menu - simple question

Hey,
I created a very simple menu (module1), did the generation
and put into the database.
Then I connected it with a form application by changing the
form.menu module property to "module1".
All I get is
FRM - 10249 : No authorization to run application module1
FRM - 41810 : Error creating menu
I can't understand this because I created the form and the menu were created under the same user.
