You might ensure that the Oracle executable has been properly linked. I had a similar problem when installing the TCP/IP drivers. The ORAINST did not relink the Oracle executable after installing the TCP/IP driver (even though the RELINK EXECUTABLE option was chosen). You should be able to relink manually.
