Help: Built-in Cursor Handling ***

Are there any built-in Oracle functions that handle *SQL cursors* and the *retrieving of previous and next records*? I'd like to use these functions to avoid having to do relatively "low-level" programming.
Informix has these so I'm sure Oracle has them too. I don't have the complete set of manuals with me so I'm stuck.
