cannot create trigger on tables owned by sys???

I was trying to create a trigger on a table, and I got an error saying that triggers cannot be created on tables owned by SYS!!!
all the tables in our database are owned by SYS! I cannot find anywhere on the documentation that says you cannot create triggers to table owned by SYS!
How do I create a trigger on a table owned by SYS ?
please email responses if possible.
