Pro*C 1.5.9.0.1 OS/2 Command Line Syntax

I recently loaded Pro*C 1.5.9.0.1 for OS/2 on a system running a 7.0.16.6.0 Oracle database server. The error message bug "Cannot locate message file" that I reported before has gone away, but it has been replaced by a worse problem.
None of the command line options work any more.
If I enter "proc iname=test.pc", it returns an error message like:
PCC-XXXX: Cannot open input file "iname.PC"
If I enter "proc test.pc ireclen=200", it precompiles test.pc, but completely ignores the ireclen option, causing it to fail on my large line source files.
Does anyone know what in the world is going on here?
I have used many versions of Pro*C on several different platforms and have never seen a problem like this.
