I made DOS/Oracle and Windows/Powerbuilder work as an experiment. Don't know how stable it would have been. Use the dynamic_memory parameter in config.ora to set limit how much memory SQLPME takes so there will be some left over for Windows. It will be easier without EMM386 but you can make it work too. A completely different approach would be OS/2 with windows running under it. There is some special 'SQLNet' piece from Oracle that lets the processes communicate. The advantage would be that you could use Oracle 7.
