The difference between a steam engine and a Rolls-Royce turbofan... well not quite.

SQL*Forms depends on triggers, either fired on a key-press or after a particular event.

In Forms 2.3 the syntax and structure of triggers was inscrutable. Forms 3 triggers are written in PL/SQL, a block structured language which is much more readable and is syntax-checked by Forms Designer after you enter each trigger/procedure.

The screen painter was tidied up and a number of new facilities like pop-up pages added.

More details would take too long, but if you are asking because you are considering use of 2.3 instead of 3.0, you would be _MAD_ not to choose the latter.
