Oracle v6/Windows 3.1/SQL*Net

I know that part of our problem is that Oracle sent us the wrong version of SQL*Net. We are still one version 6 and for the last two days couldn't figure out why we couldn't get NETTEST.EXE to say connected...

If this true...that we need a directory in DOS to be c:\orawin\rdbms6 let me know. Everything else appears to be configured fine, ping indicates that things are alive, what should we see if NETTEST works, and what should our REMOTE statement look like (T:ORASEV:DBORAD2D).

Currently our ORACLE.INI looks like the following:
