ODBC-driver for remote ORACLE

I get the following message when trying an ODBC ORACLE SETUP
CONFIG environment not found
SQL*NET must be installed for the Oracle connection to function

I am using SQL*NET from clients like POWERBUILDER , QBE-VISION in Microsoft Windows
weithout any trouble against a HP-UX Oracle server

Product-versions

HP-Oracle Server 7.016
SQL*NET client 1.1.7.7
We are running TCP/IP  PC/NFS from Sun 5.1

Could anyone out there please help me
