PL/SQL help please........

This is an outrageous statement from anybody who has actually done any TUNING, even if (as must be the case) you are running monolithic Oracle. Write a non-trivial procedure in C and the equivalent in PL/SQL and time them some time.  Hint: it won't be a close contest at all.
