Version 4.0 of FORM does support version 2.3 triggers. But remind your client that forms 4.0 does not support version 2.0 trigger so it would be logical that the next major release of forms (i.e. 5.0) probably will not support version 2.3 triggers.
Convert to version 4.0 PL/SQL now and save time down the road. Also you may want to look into the kumuran product, advertised in the Oracle Magazine it will convert 2.3 triggers to 3.0 or 4.0 PL/SQL.
