There are a couple changes I'm aware of in 7.1.3 when using XA. Are you using OCI? We've found a problem in 7.1.3 with that and XA - but the symptom is 3114 so maybe you are seeing something different.
Are you accessing Oracle inside a tpbegin/tpcommit pair? Prior to 7.1.3 we let you get away with that for read transactions, but that was a bug which has been fixed. If you log on using XA, you have to use global transactions.
