From the keywords I guess you are looking for the OCI layer for Windows. Yes, it does exist(ORA7WIN.{DLL,LIB}). It can only be gotten from Oracle. It can be used just like OCI on any other platform, so yes, it will process alter, select, etc. OCI is just a client side API that passes everything to the rdbms..
The only thing I don't know is cost.
