Help in CASE Dictionary

Hi,
CASE Dictionary(5.0.22.8.1) is newly installed on our system. I already
have an account on ORACLE but it is still giving the following error when i tried
to logon CASE Dict.

ERROR : you must be GRANTED access to CASE *Dictionary by the owner.
