  Looks like the CASE administrator has not granted you access   to the CASE application. Typically, the "Owner" and manager of the   case tables is an account called SYSCASE. Also, the manager   of the SQL*Menu is typically SYSTEM akthough it might be   different on your installation.

  You should do the following:

  1. Run CASE*Dictionary as SYSCASE and go to the Management Menu and then to the CASE*Dictionary Access sub-menu. THere you will find choices to grant a new user access to the CASE applications.
  2. You also must run the SQL*Menu program as the SQL*Menu administrator. On the Action menu choose Admin and then Security. Add your new account names to the CDICT and/or CMAN role groups.

     This is also assuming you are already a valid SQL*Menu user.

 When running the case tool for the first time (after doing the  above), you will most likely be asked to give the account name  of the CASE*Dictionary table owner.

 Again, your system might be set up with different accounts, etc.  Let me know if you need more details / help / etc.
