ORACLE Ver 6.0 DOS Installation problem...

Hi all, this really should be posted to comp.oracle.novices :-) but I was brought up on VMS and Rdb...

I got a copy of ORACLE V6 DOS, and installed the same on my PC, no problems. However, SQL*Plus runs *only* in the ORACLE_HOME directory.

All the other tools (forms and reports) run properly anywhere I want them to...

I get the message :

"Message file utility UTILITY_MSG\spl<lang>.msb not found!"

My config.ora looks like this :

LANGUAGE=American_America.US7ASCII
ORACLE_HOME=D:\ORACLE6
ORACLE_DBS=DBS
MACHINE_TYPE=J
ORACLE_TIO=VIDEO
DBA_AUTHORIZATION=MANAGER
DYNAMIC_MEMORY=10000
SQLPATH=D:\ORACLE6
ORAKITPATH=%ORACLE_HOME%\%ORACLE_DBS%
ORACLE_MSG=%ORACLE_HOME%\%ORACLE_DBS%

I can't seem to find the right config. Any tips ?
