I believe CONVERT30 is used to convert Forms 2.3 to Forms 3.0. We included the capability with Forms 4 for people to go from 2.3 directly to 4, without stopping at Forms 3. Of course, Forms 3 users can also upgrade to Forms 4 with the supplied utilities (Generate, in this case).
