PERL does offer a number of nice features for text processing, etc. however standard Perl does not include a SQL interface. An expansion of Perl called OraPerl provides support for interfacing Oracle. It is available from demon.co.uk in the directory /pub/perl/db/oraperl.

There also are a number of other enhanced Perl's for accessing various other databases available at the same site in the directory /pub/perl/db.
