If you hope to maintain some of the speed of your network database, I suggest you design your relational system from the start with performance in mind. I think there is a tendency when designing relational systems to concentrate on the logical design rather than performance. A certain amount of denormalization and changes in business practices/rules may be necessary for a successful conversion. You may find a book by John Kirkwood "High Performance Relational Database Design", published by Ellis Horwood Limited, England '92 to be useful.
