pl/sql cursors have odd bugs in 7.0.15.4, but i was told by a support analyst named r. birla that things have actually become worse in 7.0.16 for pl/sql. there will probably be more fixes before it stabilizes. the pcr database has about 2-dozen open tar's on pl/sql cursors.
