Create Database in Oracle V6

How do I create a database using Oracle V6 under SunOS 4.1.3C? I've tried CREATE DATABASE <database_name> and all I get is an ORA-01100 (database already mounted) error. A step-by-step list would be highly appreciated!!! I've checked the ADMIN manual and haven't been able to figure it out.
