HELP: SQL*Net Configuration for a server machine

I am having trouble configuring SQL*Net v2.0 for Oracle v7.0. I receive the following errors when I execute:
lsnrctl start i_tcp1_prcd where i_tcp1_prcd is an alias defined in the configuration file tnsnames.ora ERRORS: TNS-12547: TNS:lost contact NNC-00401: API initialization failed NL-00404: null context
Does anyone know what these errors mean? I cannot locate them in the error messages book.
