PL/SQL?

I'm trying to make it up the PL/SQL learning curve. Two questions about the package:

Is there tools or methods to help me debug PL/SQL code. A print statement that will display variables or anything?

AND How can I get it to ignore DUP_KEYS_ON_INDEX error while I'm insert from one table into another?
