It sounds like you have described MOST. It has unlimited line length and scrolls left/right/up/down as welll as multiple windows/buffers. It is a replacement for more/less and runs on Unix/VMS.

MOST is available from amy.tch.harvard.edu in pub/most. The latest version is version 4.0.
