soundex() : what tables does it use?

i have a customer who would like to customize the soundex() function.

1. we could write a stored procedure, soundex2(), that did something similar -or-
2. we could replace/update the tables ORACLE uses to implement soundex().

what are the tables used? does anyone have experience updating such system tables?
