Hi James,
You did not mention other environment setup such as number of users, number of databases on that machine, etc. and it is therefore a little bit difficult for anyone to give you a specific answer.
However, for a machine with only 48 MB of memory, your SGA size should be around 8 - 15 MB (surprised?). Or otherwise, the database performance will be deteriorated.
