Oracle refuses to startup under OS/2 2.1b with WPS

Can anyone explain this error?
SQLDBA> startup
LCC-00100: internal error, argument [124]
ORA-01078: failure in operating system parameters

I get this with the OS/2 2.1 beta running the Workplace Shell. If I set the
default shell to be CMD.EXE, Oracle starts up with no problem.
I've never even heard of an LCC error!
Any responses are appreciated.
