Oracle patch for SQL*Plus

While installing a patch (Patch 4) to V6.0.36, I came across the following bug documented as
product SQL*Plus version 3.0.12.2.1 bug 139581 SQL*Plus now works correctly.
in the patch.list file.
Does this means that SQL*Plus never worked correctly? A little bit of
information
would have help. :-)
