                   FUNCTIONAL JOB DESCRIPTION
           SITE MANAGER - ORACLE PROGRAMMER/ANAYLYST

SUMMARY:

     Incumbent will function as the senior programmer/analyst for
     the HMJF Information System in support of Thailand HIV
     research efforts.  Incumbent works under the general direction
     of the Program Director for HIV Research and the Executive
     Director who provide general program guidelines and overall
     program priorities.  Incumbent is expected to develop and
     implement plans and priorities and to direct, coordinate and
     control assigned operations.

ITEMIZATION OF DUTIES:

  1. Function as the Thailand HIV program's lead expert for database development. Responsible for maintaining application functionality, effectiveness, integrity and availability. Analyze, code, debug and maintain software as required to enhance and modify existing programs.
  2. Perform all database design, development and modification in accordance with user specification and requirements. Performs general design for new systems.
  3. Identifies omissions and errors in project proposals and suggests alternate solutions and enhancements to fulfill user requirements.
  4. Determines feasibility of programming requests, and evaluates system overhead of proposed applications development and modifications. Recommends changes to improve system efficiency and lower cost.
  5. Functions as the team leader for all Thailand HIV Research based projects. Interacts with members of Statistical Department, Principal Investigators and MIS Department at headquarters to determine integrated method of meeting the needs and requirements of all users.
  6. Create, modify and maintain reports. Assist the users in retrieving information from the Thailand HIV database.
  7. Considers internal structure of the program and related system software, capabilities of available equipment and operating systems, and techniques for solving problems.

6.   Coordinates HIV program automated systems to insure minimum
     duplication of data and overlap of the various applications
     and to minimize the difficulty of integration.

7.   Maintains documentation for all software developed or
     modified.


QUALIFICATIONS:

     Incumbent must have a minimum of 4 years experience designing
     and managing large relational databases using Oracle. 
     Incumbent should have a B.S. or Masters degree in Computer
     Science and experience with VAX/VMS, Oracle, and designing
     relational databases.  Incumbent must have a good
     organizational skills, personal manner and be able to
     communicate effectively.  Knowledge of the Thai language would
     be helpful but not required.  The incumbent will be required
     to relocate to Thailand.
