This is not necessarily true, in order to add SQL*Net drivers to the Oracle server and/or clients one must re-link the program from objects and libraries. Some Unixen come with the linker so you can respin the kernal to add devices etc. but not a 'free' C compiler (I think SCO Unix is like this). I have a nagging feeling that there was another reason you might want to relink but I can't put my finger on it (on OpenVMS you have to relink if you change the size of the SGA PAD).
Not all installs require a relink.
