If you are installing in an ULTRIX (DEC) environment, then, yes, Oracle has screwed up. There is some extra file required from Oracle, but it doesn't exist for the ULTRIX environment. All that you can do is to install the kernel on the server before the tools and then drop the kernel when the tools are installed.

We ran into this problem (at least with the ULTRIX system).
