What install is complaining about is that the environment variable TWO_TASK (or it's equivalent in VMS, as I recall they're called "logicals") is set - so install thinks you're trying to install on a client w/o the kernel.
What we do here is just copy the directories we need ( ORACLE_HOME/sqlplus - etc) to the client machine. Works great.
Basically, for each tool you can, just copy that directory to the target machine.
